How can I find a top Java developer who knows AJAX and Javascript, and Ruby on Rails to work for less?

I’m a non technical business person, with a great idea in technology, and I’m looking for someone who is super technical to come on board to help me launch a website in New York City, yet I always get compared to companies who have lots of resources to pay. For instance, a Ph.D in New York City wanted a minimum of $80k salary, and he knew all the programming languages Java, Ruby, and Javascript. I need someone like this, yet I cannot afford the high salaries these developers are asking for. I once paid 2 developers before high salaries and ended up firing them, or they quit. if you can help me out, let me know.
