Link Exchange PHP Software install – FreelanceSwitch

I am looking for someone to install the online link exchange program (using php/MySql) for me. I don’t mind buy a 3rd party software if that is needed. here is what I want:
(1)Can enter emails to invite link exchange.
(2)Can add links to my websites to link to someone else
(3)Can monitor whether those links pointing to my sites are still active and valid
(4)Can easily delete those links from step(2) for whose who are no longer pointing to me.
(5)Can have a panel where I can see the statistical data of all my reciprocal links.
Please don’t offer me to build everything from scratch. I don’t pay for coding. I only pay for installation. if you have already got it run somewhere and want to earn extra bucks by installing to my website, that is fine. Or if you know a 3rd party software run well and want to install and setup everything for me that is also fine (in that case I will buy that software if that one is not a shareware). Or you know a shareware and want to install/setup for me, that is also fine. However, don’t ask me “what is your requirement and I write codes for you”. after all this is a small project, not a big one.
Please describe the features of that software you are going to install for me. to win this project, focus on two things: the features that meet me need and the cost that is reasonable.
